Momentous federal court decision could mean more required rigorous regional sprawl impact analysis of road projects

The United State District Court in Milwaukee has ruled that the Federal Highway Administration and Wisconsin Department of Transportation must analyze a new freeway connection project plan to ascertain its impacts on regional sprawl and ‘transit-dependent populations.  The agencies argued that they shouldn’t have to consider impacts so widely, but the court decided that such rigorous regional impact study should be done to comply with the letter and spirit of the National Environmental Policy Act (NEPA).
