The City of Utica, in partnership with Cornell Cooperative Extension of Oneida County, will be establishing a Rust 2 Green urban planning studio in city hall. The studio will be staffed by two planners who will focus on bringing smart growth and sustainable development to four key Utica neighborhoods.
